Wade That not so much restraint On Basie's part. It's just being succinct. It can be good to deliver the message/sounds quickly and efficiently, but then what do you do for the rest of the tune? Pop music repeats continually so that the average dummy can finally get it and bop along.

My playing "too much" is pretty much on purpose (I don't do it live). It gives me a lot to choose from and I keep the flow going so that when something is chopped out I don't sound slow or hesitant where I do come in. It's a purposeful trick strictly for recording purposes.
