Keep it 14-11 LUFS most platforms. Here on the Loops that range works well for loud or soft music.
When its time to mix for Youtube , remember Youtube compresses the crap out of anything thats over 0 db.(Not LUFS, but use the chart below to convert LUFS to db)
On any youtube video , right click on the screen and select "Stats for Nerds"
Look for "Volume /Normalized"
"Content Loudness" will be in decibals.

You can post over 0 db but just know their compressor comes in and smashes the track down.

Just do a test upload , then see where your new videos Volume/Normalization is at , then use your video creation software to adjust the video volume until you are -2 db to +2db and reupload.

They also have plug ins so you can simulate cell phones and car radios.

It helps having a Tape Saturation Plug In like Waves J37.
Tape Saturation blows out the mids in the song. Makes it more cell phone and car radio friendly. Use it at the end of a Mix chain.
There are a few Tape saturation plug ins out there but J37 has lots of presets including Mid Enhance. Stuff sounds great on phones and radios.

Finally - To get bass to cut thru on a cellphone or Car radio ,300hz is the EQ frequency you want to focus on.
However you dont want to boost 250 hz as that creates Mix Mud. 250hz is where bass frequencies clutter and take away clarity.
300hz is what Apple, PC makers and Android phones use to reproduce bass frequencies on those crappy speakers by design.
The guy in above video says 800.
Experiment.

Really cool retro track by Makoto Matsushita :) Japan was deeply into west coast stuff in the late 70s and early 80s. What we call "City Pop" is the japanese answer to late 70s-early 80s West Coast music (which now is sometimes called "Yacht Rock"... not very rock though! More RnB, disco, funk, soul).
