Look! here come the people's army,

Flames licking over the roof tops,
Crackle on the blackening beams,
A-fizzin' and a-poppin' as death rains down,

Smokey fingers reach up skyward,
Probing for the home of the Gods,
The Gods are looking down with tears in their eyes,
At the baying of the angry mobs.
The great and the good all gathered,

It's probably more rooted in myth and fantasy - though for a civilisation to be as sophisticated as is suggested and still have multiple Gods you could make a case for Rome, Greece, Babylon or similar.

At the heart of it though, it's basically an allegory along the lines of "be careful what you wish for". Too often in history you see one bunch of murderous a-holes overthrown by another claiming to "liberate" the man or woman on the street who finds themselves just as screwed as before.
