Haven't used this software, but Jamulus and Soundjack. There will always be three sources of latency:
1) Audio Interface Buffersize
2) Codec latency (frame size)
3) Network delay and jitter

And just to geek out a bit:
There used to be a service called eJamming. I found an old article about it https://www.cnet.com/culture/ejamming-helps-virtual-bands-meet-online/
There also is Jamlink, which uses hardware boxes https://musicplayers.com/2011/11/musicianlink-jamlink/
You can (could?) buy hardware boxes for Soundjack too.
Jamlink use 8-bit 22k PCM, in order to reduce bitrate. The advantage is that codec latency is eliminated, but that latency is very small with codecs such as Opus, which has user definable frame size.
I use the websites of a few Universities in order to check ping times between cities. It gives you a hint of what latencies to expect. Just note that ping is roundtrip time. Ping times vary greatly from time to time. I used to be able to ping Berlin at 19ms. Today is gives me 141ms.
Here's a few ping tests I've documented:
The Canberra server used to be a Debian server, but it no longer responds to ping requests.
The Nürnberg server is a Soundjack server.
