I don't know how many people on the loops make scores from time to time but there's a much improved version of the free and open source musescore application released.

Version 4.0 comes with a fully revamped UI, better engaving engine, much improved score playback system, optionally using freshly recorded, free to download high-quality orchestral and choral sounds, as well as options to connect to VSTs (both instruments and effects).
